Steam locks-up complete for full-screen games.

Don't know if this is just me, and I won't ask anyone to fix it(if steam support is that incompetent, they don't deserve my business), but I wanted to field if anyone else has this. On occasion a game will randomly start locking-up completely when the game terminates for any reason, be it a crash or otherwise. So far it's happened on TF2, and Payday 2, and been the exact same glitch down to the minor details every time. The former happened 2 days after I brought my computer home.

The lockup itself is simple. Upon terminating, either by quitting or a crash respectively, the game simple refuses to close. It remains in full-screen locked over the top of the visual stack and won't leave. Alt+f4 doesn't work, the game doesn't respond, despite the OS and steam both claiming it's still running, steam UI(shift+tab) won't work, and no other commands close it. Despite this, the OS works fine, I can alt+tab into any other program, even if it runs blind under the full-screen game, task manager and command prompt work. Since I can't work task manager, all I can do is pre-write a kill command in command prompt, or force reboot my entire system. Nothing else works. Even shutting down normally doesn't work because the OS can't close the game.

Seeing at this happened on 2 different games with 2 different engines, my only guess if this is something related to either steam's UI not terminating properly, or steam having control of the full-screen graphics and not terminating. Either way something in steam is doing this since the two games are way too different to have the same exact problem. Uninstalled -completely- fixed the problem for TF2, but I haven't tested for Payday 2 yet, nor even can because of how unsafe the whole thing is.

So yeah, anyone else having this problem?

DOnt know if its related but since the new update going fullscreen in a steam broadcast i cant exit fullscreen left-clicking the button. I have to use ESC or spamming double leftclick, but the window mode/minimize button doesnt work as it should.
