Thats real poor development!
The problem is not with the steam link, which is evidenced by the fact that double controllers and double controller inputs don't happen while using the steam link menus. It's a flaw with steam itself.
I'm not surprised something like this could happen, if you've developed anything for any company, bugs come up, even serious ones that completely inhibit a subset of your users from using your product. The really surprising thing here is that this bug would be easily controlled/mitigated by a delete controller button in the steam link menu. That combined with the fact that there still isn't a fix for this leaves me disappointed in steam.
Yes I use PS4 controllers on steam, because the steam controller is so meh for serious gaming. I am an advocate for pcgaming in general, and it really hurts my cause when things like this happen, as my friends/family were looking to enjoy a fun couch game together when I first ran into this issue. It really sets my cause back when things like this happen.
Go to Settings and Base Configurations in the Controllers section
Select Big Picture
Press the Start button to change controllers
Select the bottom button (something about groupings)
Select the PS4 controller “switch to unique” button
Set all buttons, sticks, and triggers to None and save (use your mouse for this)
Set all buttons, sticks, and triggers back to the settings you just cleared and save
This got rid of the double input issue for me. The duplicate controller is still listed, but doesn’t affect anything anymore.
