Steam badge says 9 years, member since june 2008

i created this account on june 27, 2008 but my profile badge still says 9 years of service?

Your account is limited and new restrictions a couple of years ago meant that accounts like yours stopped counting years of service until the requirements were met.

i activated 2 retail games, do they not count? also, if i spend 5 bucks on my account now, will the badge say 11 years or will it continue counting from 9?

It will say 11 once you remove the limited status.

Keys don't count

Once you add the equivalent of $5 USD, everything will be as it should. I'd shoot for 360 INR.

Either add $5 to your wallet or spend this amount or more in the Steam Store will count. Activating games doesn't. When you've cleared the limited account status, you'll will receive your previous XP entitlements and your badge will be adjusted to 11 years of service as been said.
