You exceed the minimum but not the recommended. And the minimum requirements for that game is for the HTC Vive, which runs at 2160×1200 resolution, Valve Index is more demanding and it runs at a quite higher 2880×1600 resolution. If it doesn't give the performance you expect, refund it.

2160×1200x90=233280000 (HTC Vive)
2880×1600x80= 368640000(Valve Index minimum refresh rate)
From calculating that, the Valve Index is about 35% harder to drive.

The 1070 is around 35% stronger than the minimum 1060 required for the HTC Vive.
So in conclusion, you basically barely meet the minimum requirements.
So i could play Boneworks with the lowest refresh rate and the lowest resolution and not higher right?
