Are the steam wallet codes international?
I wanted to buy a steam wallet card to gift to a friend in coroatia through onecard but upon contacting them they said the code can only be only activated on my region. Is that even possible?

No, codes work worldwide, the currency will be converted using current exchange rates if necessary.
Whoever told you that either doesn't know what he's talking about, or is lying. Most likely the former confusing it with product codes for games, which can be region locked.

That is correct they are worldwide codes. But i think the exchange fee comes out of the code or it used to cause when i sent my friend who lives in mexico a 50 dollar card he only got like 45 and some change.
