Run steam exe in its folder.
Make shortcut for desktop.
For safety its anyway better to let windows display the type of files.
Make sure steam isn't running.
Find the any steamapps userdata folder or folders inside the steam folders or wherever they ended up and move them somewhere else, that folder or those folders contain all the games.
If you save those folders and their contents then you're all good because they contain all the game stuff.
When they are safe, try to uninstall or manually remove steam. more info about that here: https://support.steampowered.com/kb_article.php?ref=9609-OBMP-2526
Then download and reinstall Steam, log in, exit steam and then put the folders back where they were. (inside the steam folder)
Especially if you ran the exe ouitside the folder you might delete everything around it by that!
Just remove the files it created manually, and run the exe where it belongs. You made a copy, not a shorcut.
