Destroyed Steam Gift Voucher but have an image of the card (without the code being scratched) and have a receipt

Had the card for less than 12 hours. my partner put my pants through the wash without checking the pockets and now the card is completely destroyed.

I have an image of the card, I have a receipt with the number and can guarantee that the code was never used. Just came back from the store I bought it off and was unsuccessful with a refund. Who do I contact to send the info out and get the gift voucher fixed?
