Right analog-stick can't go up or down when in steam games (including big picture)
There's definitely input, and I've already tried changing the name of the controller in regedit. I've also disabled the ps3 confirguration in the controller menu (I have a ps2 knockoff USB gamepad). Any suggestions?

does it work in joy.cpl ?

is it set in steam -> config -> controller -> bpm/desktop ect and in library -> game -> controller config

It works in joy.cpl, but I can't find "controller" in the config map. Can I just create it? Also, where should I look for "library"? Thanks for responding!

steam -> settings -> controller

in library, right click on game and steam controller config
each game can have its own mappings

Alright, when I click on the controller settings (bpm/desktop/guide) it shows a ps2/3 controller with it's mappings, and the right analog is set to work horizontally and vertically, so that seems fine.

When I right click on a game, there doesn't appear to be a controller configuration option, and I couldn't find it in 'properties'. What do you mean with:

"in library, right click on game and steam controller config
each game can have its own mappings" ?

It's like my computer gets the input, but the y axis on the right stick is disabled. I've tried with another controller, and it had the same problem, only worse because the whole right stick wasn't functioning.

Hello,
I had the same issue.
This is what I did to fix it:
Steam>Settings>Controller>General Controller Settings
Under Detected Controllers select your controller then Define Layout and set Right Stick Y.
For me it was some strange Axis 4, and when I set it with right stick up, it became Axis 3.

When I do that and hit save, doesn't matter if I upload the profile or not, when I get back to the controller screen (detected controllers), it disconnects and connects my gamepad again, so I when I check the layout again it is always back at "Axis 4".

Already tried to upload the layout and set the gamepad name as the uploaded layout.

this happens to me too. have you found a fix for that? i can change the axis number but it never saves and reverts to axis 4
