Resolution problem with Steam games
So, I have a problem which started half a year ago. If I have launched a game from Steam then later I cant change my resolution from NVIDIA Control Panel.
I have to restart my pc everytime I want to change my resolution but if i dont start any game from steam i can change my resolution anytime. It is really annoying since some games im playing stretched and some not so i would get black bars if i didnt change the resolution..
Found out that it only happens with steam games, some other games that are not from steam dont have that problem.

at some point even tried format still didnt help

windows may be popping up the ok box to verify the res change

https://gyazo.com/143b50bc98631b842f9ec5785c014c18 i have it like that but if i put it to 100% still same problem

But if i start a steam game, close it i cant change resolution and then if i log out of my pc(it force closes all the apps or whatever) and i log back in i can change resolution, so it has to be some program blocking it.

Change Windows Desktop to the highest available res, or native res.
Don't run games higher that whatever is set for the Windows Desktop.
As for black bars, this is based on NVIDIA Control Panel settings, you can set to for example:
> Aspect Ratio
> Full Screen (Stretch)
> No Scaling
^ These will dictate how a screen res displays with regards to how it resizes to your overall screen.

Anything to do with GPU in the OS, change this in NVIDIA Control Panel.
Only reason to change in OS Settings is for things like DPI % Scaling for Text/Fonts.
If you change your OS DPI Scaling, make sure you edit the game exe properties to disable any dpi scaling, so this OS setting can't affect how such 3rd party apps runs/looks; such as game for example.

Ok so your OS is screwed up.
DDU wipe all GPU Drivers and reinstall those fresh.

Do you have any other monitors or cables connected to it?

I did mention DDU and reinstall drivers in post #8 in the first thread you created about this before I suggested creating a thread here. Glad it's sorted though.
