Is it possible to the ISP (internet service provider) block the steam communication?

Few days ago we can't connect to the steam trough at my friend's internet connection... Just in that all other network are working.

Any idea?

His router might not been properly configured for Steam and its services or Steam is blacklisted in some way.

That's one possible reason.

So the last week it works well....
Last sunday we got disconected, and all the night the (ARK) was disconected many many times both of us.
At the morning we got disconected, and after we can't go online with the steam.

We did not get error msg just sas cannot connect to the steam, go to offline...
I tried to reinstall the updater can not connect too to the client.

If i want to open the steam online (on browser) it looks like wo dont have internet, and the page does not load.

BUT all of other things are works!
Youtube Gmal outlook etc.
And if i connect to mibile net averithing works great, and i can connect to the steam and i can play ark...
