Not to doubt, but asking as I've used 2FA since forever and haven't much paid attention to the forums as of late.

Although, it would make sense if hold period is included in that rule since its only purpose is to defend users without mobile 2FA, and when confirmation doesn't take place to begin with, then there's no practical benefit in having separate hardware based 2FA.
I might've misread the OP since this topic is raised many times - regarding instant listings without confirmation.
But, no, if you're not using the authenticator, holds shouldn't be removed.
In actuality, i haven't tested this though, and it could be this way.
First of all, have you even been using the mobile authenticator?
If yes, then for how long?
If so, then we more or less have the answer.
Trading cards are under $1 USD and thus they don't get confirmations anymore when leaving the inventory. That much is covered in the article Robin3sk mentioned.
I said that it doesn't get held most likely due to the fact that when there's no confirmation to take place, there's no dependency on 2FA either.
The text itself could be in error, as this change took place a month ago, and we all know how slow Valve can be when it comes to fixing certain things.
And try what I suggested instead of talking over us.

A moderator doesn't magically know better than everyone else, and don't expect Valve to come to your thread to explain things for you.

Before:
Victim downloads and executes the RAT -> Thief has access to victim's PC -> Thief puts up the item as a listing.
- Option a) Thief can access victim's e-mail, confirm the listing. The listing is held for 15 days, because the confirmation is done on a platform the thief can more easily access on the compromised device. Some people are so crazy they leave their credentials or sessions up.
- Option b) The thief can't access victim's mobile 2FA as it's on a wholly separate piece of hardware. Thus they can't confirm the listing. Therefore listings are immediate as the risk of compromise is close to null.
Conclusion: When there's no confirmation; there's no difference between the two forms of authentications; there's no need for a separating measure like a hold.The 15 days is leeway for the victim to notice what has happened and undo the damages.
