Not sure where you found that because Steam stopped using that file quite a while ago.

It's actually still around. In fact for whatever reason deleting it was a potential fix for the ungodly slow download speeds.

Looking at mine, last modified two days ago. Some game I play still looks at it.

Actually, it's Payday 2. Deleted and it immediately recreated when PD2 launched.

On any Windows computer in which UAC is enabled (User Account Control), applications don't have the right to write in "C:\Program Files" and "C:\Program Files (x86)", thus launching Steam normally on a system with UAC would disallow the application to write in its application directory.

Most jobs are, for this reason, performed by the Steam Client Service, which is a service that runs on startup.

Steam.exe might actually be trying to write the ClientRegistry.blob file and failing due to permission issues.

On some systems, all users have full access to the Steam directory, thus it probably succeeds for that reason—and as such the file would exist for them.

Exactly what are you trying to accomplish?

The Steam flush config command can achieve the same thing as deleting the blob file.
