Monster Hunter: World removing the cd key from steam but still being able to use

So my friend bought a steam CD key from a website that sells cd keys, the key is region locked to Europe only (Monster Hunter: World region locked on Europe), so he was confused as to why that is and wanted me to activate it, so he gave me his steam account and I activated it but of course he can't play it.

The question is, can the steam cd be remove from steam but still be valid so he can refund it?

No, cd-keys are one time use even if the license is removed from the account.

once a key is activated, its used. your friend would need to review sellers refund policy.
