Why is Paypal no longer a payment method for Serbian users?
What happened? Why was it removed?

Of course, that's a very shameful thing to watch cartoons. I've just wanted to help you but now I have no desire to because of your answer.

Come now, we both know that's a lie.

depends on a lot of factors. I've seen paypal get removed as a payment method a lot when a specific country's currency goes live

Could be country related. Perhaps due to excessive fraud. Or could be something else.

So, in the end, only PayPal can give a definite answer. Which is why told you to ask PayPal.
TheRealGrimbot Nov 1, 2018 @ 6:12am
Paypal is still working fine in other places, eBay, etc.

It's like talking to a wall. For someone using the image of a logical being, you're quite the opposite of that.
Stop asking us users and ask those responsible. Which is PayPal. Start asking THEM.

Aret there no Valve support staff members on the forum?
What sense does it make to ask PayPal for a Steam specific issue?
Cathulhu Nov 1, 2018 @ 6:36am
What makes you think it's because of something Valve did? PayPal is still available on Steam in a lot of countries so it's not Valve banning PayPal. So it means PayPal withdrew their support in your country.
Again, ask PayPal and stop wasting everyone's time. Including yours.

But they didn't.

What makes you think that? Because of eBay? Irrelevant. That's a different service, a different contract.

Again, stop arguing about pointless things and start asking the question to those who can actually answer them. Like PayPal.
Valve won't answer you due to contracts. Maybe you should look up what a non-disclosure agreement aka NDA is. Standard business practice.

Please explain how would Paypal work for you on eBay (or anywhere else) if Paypal withdrew their support in your country.

Please explain why removing Paypal as a payment method for users in country X would be a company secret.
