Refund Question: Need advice
So yesterday I bought some EU4 DLCs with the Halloween sales weekend, and I accidently bought a "Content Pack" mistaking it for the actual "Expansion Pack" (basically bought useless unit skins instead of an actual expansion).

I asked for a refund on the basis that I bought that by accident and today I recieved an email stating that since I played the DLC for more than 2 hours, the refund couldn't proceed.

The thing is I barely played the game with the DLCs installed for even a hour. To bo more precise: when I tried to look at the unit skins and try to deem it a valuable (yet accidental) purchase the whole process took a mere 30-40 mins. So I don't understand how my refund petition could be invalid if I only tried the total DLCs I just bought for a mere hour.

Does this have anything to do with the total amount of hours I played the BASE game?
Because if so then that is just ridiculous.

Anyways I'm asking this to see if there is anyway to make my refund petition go thorugh, or at the very least, explain why it was deemed unvalid.

Yes, because DLC playtime can not be tracked, the base game playtime is used. This is also mentioned in the support articles regarding refunds.
Which you evidently did not read.

It's time played on the base game *after* purchase of the DLC though isn't it? If he only played 40 mins then he should be fine?

You have two hours after buying the dlc whether they are installed or not doesn't matter. I think this is what Cathulhu is referencing.

So there's the question. After you tried the dlc, did you continue playing the base game afterwards? Your post doesn't make this clear.

I Installed the DLCs I bought and tried them in for about 1 hours or less. After that I haven't even played EU4 at all.

I have about 500+ hours clocked in just playing the base game. I was well aware about the 2 hour rule (even tho there are several accounts of people getting refunded after some months even). that's why I didn't play the game for more than the time established (after I bought the DLCs)

In response to Cathulhu: there was literally no mention of that anywhere I looked. It could be a mistake from my part but I actually took my time to research every detail about the refunding process.
If what you say it true then it is absolutely ridiculous. I bought the base game first to see how it felt without any DLC, so that in the future I could buy only the DLC I deemed useful. If Steam deems my refund petition invalid because of the amount of hours I played JUST THE BASE GAME then it's just outright unfair.

The thing is I'm not mad at my purchase just simply frustrated. In a grand strategy game the single thing I could care less about is some random unit skins. With the money I could get for the refund I would've bought another expansion I actually wanted. Instead I'm just stuck with some unit skins I won't even care about.

Money it's not an issue, I bought everything on sale like I stated before. The issue is in fact that Steam allowed me to check the "purchased by accident" option but refuses to refund me for that very same reason.
EU4 has a ton of DLCs, I'm obviously not buying all of them; only the ones I deem necesary.

If Steam won't allow me to refund because "DLC playtime can't be tracked" despite DLCs being treated as an entirely different purchase from the base game then that's a major flaw from their part.

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

You played the base game for more than 2 hours after the purchase of the DLC

Thus you are not eligible for a refund

Log in to the Steam client - click on steam support - click on help at the top of the screen - click on 'Purchases' - click on the purchase of the game - I have a question about this purchase - explain the issue.

Don't play the game at all until you have recieved an anaswer.

^Do this. If you're certain you haven't played for 2 hours or more since purchasing the dlc then you would indeed be elgible. Just explain things to the best of your ability and hope for the best. If they refuse it, perhaps the elaboration at least will be satisfactory. And I feel your frustration on Eu4. The way it's packaged with the sheer quantity makes it easy to make a mistake.

Final update:I finally got refunded today. I specially want to thank the last two posts since that method was the one that actually worked for me in the end.

I was 100% sure that I never played the DLC for more than 2 hours that's why iI found it odd that it was deemed invalid at first. Demanding a better explanation as to why that was apparently got me refunded.

Kind of confusing but at the same time satisfying.

To be fair that was only one person and I never took his 'advice' seriously. He just made a fool out of himself with his post.
