Which you evidently did not read.
So there's the question. After you tried the dlc, did you continue playing the base game afterwards? Your post doesn't make this clear.
I have about 500+ hours clocked in just playing the base game. I was well aware about the 2 hour rule (even tho there are several accounts of people getting refunded after some months even). that's why I didn't play the game for more than the time established (after I bought the DLCs)
In response to Cathulhu: there was literally no mention of that anywhere I looked. It could be a mistake from my part but I actually took my time to research every detail about the refunding process.
If what you say it true then it is absolutely ridiculous. I bought the base game first to see how it felt without any DLC, so that in the future I could buy only the DLC I deemed useful. If Steam deems my refund petition invalid because of the amount of hours I played JUST THE BASE GAME then it's just outright unfair.
The thing is I'm not mad at my purchase just simply frustrated. In a grand strategy game the single thing I could care less about is some random unit skins. With the money I could get for the refund I would've bought another expansion I actually wanted. Instead I'm just stuck with some unit skins I won't even care about.
Money it's not an issue, I bought everything on sale like I stated before. The issue is in fact that Steam allowed me to check the "purchased by accident" option but refuses to refund me for that very same reason.
EU4 has a ton of DLCs, I'm obviously not buying all of them; only the ones I deem necesary.
If Steam won't allow me to refund because "DLC playtime can't be tracked" despite DLCs being treated as an entirely different purchase from the base game then that's a major flaw from their part.
DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

Thus you are not eligible for a refund
Don't play the game at all until you have recieved an anaswer.
^Do this. If you're certain you haven't played for 2 hours or more since purchasing the dlc then you would indeed be elgible. Just explain things to the best of your ability and hope for the best. If they refuse it, perhaps the elaboration at least will be satisfactory. And I feel your frustration on Eu4. The way it's packaged with the sheer quantity makes it easy to make a mistake.
I was 100% sure that I never played the DLC for more than 2 hours that's why iI found it odd that it was deemed invalid at first. Demanding a better explanation as to why that was apparently got me refunded.
Kind of confusing but at the same time satisfying.
Another refund recieved after certain people tell the OP that they can't get one.
