Question about Steam gifts

My friend from America just gifts me some games, and I'm Asian.
I tried to do the same, and I stuck on: "Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region."
How can he's possible to send me those gifts?

If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.

Does gifting from "high-to-low" priced regions allowed, but not "low-to-high"?
