To submit a ticket to Valve for support with Steam you will need to visit: https://help.steampowered.com/en/
From the description of your issue it would appear Steam no longer knows where the game is located so please ensure you've told it where to locate the game:

Checked the location info as you suggest above. But that has just verified it is the correct address. Have in the absence of help pressed the Install button above . Re-installation in progress and to the original drive D:

just as possibly a confidence booster to others. Re-installation completed +88Gb, note time stamp. Game started up after a short delay synchronising Steam to workshop.All Content/Assets and DLC re-instated as before problems. One very relieved customer,just dont know what was the cause and by inference how to avoid it happening again.
