I don't see why you needed to change your password three times for logging in, as you should've known it, and had it written down if you have trouble remembering your password.
The capchas should have some kind of refresh option, or maybe zoom in to make out what your not seeing properly.
If your account is on a cooldown, then you're gonna have to wait until cooldown gone, if your account lock, you're gonna have to contact support to get it unlock, if your Square Enix account is locked, you contact Square Enix, not Steam.
The capchas failed me even though i wrote them properly several times then this happened, a day ago. I literally can't play the game i bought because of this.
FYI this is time sensitive, if your devices are out of sync for time, I suggest you sync your devices to the internet to get the correct time. If using Steam mobile app, you have about 30 - 45 seconds to enter the code, before it changes, make sure the phone/tablet has the correct time sync, double check if you must, also make sure the device you're trying to login on, also has the correct time that is sync. If code is email to you, you have about 5 minutes, so make sure your device you're trying to login on, has the correct time.
Please note that there are fake sites, where people try desperately to make it look like the Steam login, so check the URL address, and ensure it's Steam only, I would suggest not login from 3rd party websites.

I already tried loging in from those sites yesterday, still got the same issue today. Not a sync issue either.
I enter user and password and get the error message. I got no 3rd party programs, extensions or plug-ins either, i tried logging in from firefox, chrome, internet explorer and still get the same error.
For account related issues Support > My account > Data Related to Your Steam Account > Conatct Steam Support.
