If it wasn't safe, then the game wouldn't be allowed on steam. I'm fairly certain steam scans every file before being uploaded, as there has never been a case that I'm aware of that a steam game has had a virus. And if there was, there'd be a pretty big outrage about it.

Now, the exception of course is when you start adding third-party files, or addons, like when playing on custom servers, there used to be exploits in goldsrc and source games which could be pretty damn detrimental, but those get patched out pretty quickly. [and if you were playing on official servers, virtually 0% chance anything like that could happen]

The file that was downloaded from steam is the client,The actual game files are downloaded from the client,SO there's no way for steam to check it.

I only just discovered this today, accidentally, running MSCONFIG. (I ran a whole heap of older Steam games this afternoon.)

FYI: https://forums.tomsguide.com/threads/what-is-mracsvc-exe.458906/

It seems to be known safe. I'm not sure. I saw "29% dangerous" in one source.
So I renamed it MRACSVC RU SPY.exe ... so if some game requires it I can quickly restore.

Also, please note:
* I found MRACSVC.exe under \Windows\System32\ instead of under \Drivers\ ... which is where most articles listed it
** Under \Drivers\ I found a variant: mracdrv.exe which I also renamed for safety.
