Just moved here in UAE, which download region would be the best here?

There is a download server based in the United Arab Emirates.

As stated by Hotsauce earlier, it doesn't have to be close to your location.

I know but is steam download speed slower compared to a speed test? I got 50mbps download speed from a speed test, however downloading in steam is not consistent took me an hour to download 1 gb of updates

Probably around 200 kbps, the blue lines during download are distant and separated.
