Your purchase has not been completed. Your credit card information has been declined by your credit card company.
Just this Last Friday, I wanted to buy the discounted game of Hack//GU and suddenly, that notification come out.My last transaction is August 16 and everything was fine, never once had this issue before.

I tried again several time until another notification pop up, saying that I tried too many times and need time to be able to purchase again. So I wait and the result is the same. Then I try different credit cards (even my parents) from different banks but the result is the same.

I sent ticket to Steam support and they ask me to phone the bank because it's the bank's fault that put a hold in the credit card. I asked the bank about it, they say the problem isn't on their end and they're right because I try to make purchase in both real life and other online stores and it works just fine.

I tell that to Steam support but they still persisted that it's the bank's fault. period. Now, it's been a week and I just tried again but it still gives me the same notification. Honesty, I don't know what to do. I read in the forum that I'm not the only user who experience this so surely, this is some kind like bug or error. I also find that this problem has occurred longer, start in 2013 or 2014.

I'm using the same and usual linked VISA credit card that I've been using since the first time I downloaded Steam and never change anything and keep it updated. Right now, I can't buy games but I also can't purchase steam gift cards.

I tried to reinstall or deleting files but to no avail.

Can someone please help me with this?

Contact the banks fraud department and ask.

Your credit card company is not the bank, actually. It's Visa. The payment is processed by them. Maybe you should try talking to their customer support, also.

I have these issues usually when I try to pay with my visa.
I bypassed all these issues by making a paypal and paying through it using that same card and never had an issue.

Purchasing wallet cards would be easier. Paypal accounts can't be verified by the system so you can purchase items on the market right away. Just makes it simpler.

I heard everybody said paypal but here's the thing, when I want to make a purchase, the payment system that recognized in my country in only 3, the VISA, Mastercard, and steam gidt card or E-something coupon. No paypal.

I have asked the CS and the one in charge of the credit card but they still said that it's not the credit card or the VISA or the bank like Steam support suggest since yesterday I just used the same credit card to make purchase in online store and real life restaurant and it works just fine.

The answer that I received from the Steam support is to phone the bank, which I have and the bank keep saying it's no on their end, which I believe is right since if it's the VISA thing's fault, then I won't be able to make purchse in different stores. But this happened only in Steam stores.

I heard that those who experienced this, get the fixed automaticly after trying endlessly?

I can't even link my credit card again. and using steam gift card through retailer is way too expensive, because they charge very high and in the end, the game that I want to buy doens't end up discounted.

I know this post is old but it just happen to me. My VISA card was set on my steam account and I was using it frequently, last time I brought Humankind a couple of days ago and I use this credit card often on daily basis for other purchases. I eventually called VISA and they validated on their ends that everything is correct on their side, no restriction, no ''hold'' and enough available marge and they even told me that they haven't received any purchase attempt on my card from steam during the day so it's strange that my credit card company declined something they haven't receive... I also tried something else, I received a prepaid VISA card last Xmas so I tried it and steam doesn't allow it to be added to my account saying that the card is invalid... I went to the OneVanilla to validate the VISA prepaid card and it's valid with enough money on it to cover the purchase. So from my point of view, there is definitely something wrong with the Steam ends maybe with their transaction module. I'm trying to get them open an investigation incident from their ends to push the investigation further but I fear this will not be an easy task based on their first reply to my customer care message.

Hello Zooitje,
I removed my credit card in order to re-enter it in my account hoping that will solve the issue but now I can't even add it back into my account, I got the error: There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance.. so I suppose I can't buy anything without a payment method and I even If I was willing to test it presently I can't even reach the store page - There was an error communicating with the Steam servers.

Maybe they found something broken related to the problem I experience and they are fixing it, if I check the https://downdetector.com/status/steam/, more than 6000 users report steam down presently. Anyway I will test later on and inform you of the result

ok issue is fixed, I have been able to add back my credit card on the steam website, then the steam application have been updated accordingly and I have been able to purchase the game I was willing to purchase. Just to clarify, I experienced the problem on the steam application.

Thanks again for your reply Zooitje :)

Good to hear youve found a workaround. I also have issues buying anything in steam app (it doesnt support my payment method even tho it should). Thats why i always use pc or on phone a browser instead of the app
