Of course, all of this doesn't really help. You can help yourself though. Get a copy of Microsoft Network Monitor and monitor the Steam process. You'll see all IPs it connects to.
Still, if the people working at your ISP are brainless idiots, maybe, just maybe, that may add to the list of reasons to switch (another one being them blocking absolutely legit traffic for the lulz in the first place).
I'll 2nd Reboots reply ~ they're idiots effing with their customers because they can. I feel for that situation.
Steam > Settings > Download > Download Area, change the default location, e.g. USA>UK
Save and restart Steam, wait a few mins and my game updates auto start downloading.
Not sure if that helps.
