a device loses space
router and ethernet only have so much data available
or your network is just highly limited so in this case the download is interuppted and sadly i dont think steam has a resume button. try putting your pc in high performance mode via windows settings, open task manager scroll to windows explorer and press restart....start the download and then if windows 10 press night light tab under settings. let it sit for 3 hours and dont look at it and just chill watching tv or something. if that dont work, you need a better internet connection like ethernet or call internet provider and see if they can manually reset your motem.
