Why is my download speed set to 3MB/s
so i know the difference between megabits and megabytes. speedtest results say i have a 250Mb download speed. but steam is always limited to 25Mb (3MB). this is happening to everyone in my house so im not sure if its because of where i live or not. I've made it so that my bandwidth is unlimited. would changing my download region help?

Steam > Settings > Downloads >>> Display download rates in bits per second

Check that first.

You cannot download faster than steam allows you. They limit users despite your ISP speeds afaik. And I heard some rumours of ISP's throttling steam as well. Take that in consideration even though Im not stating this is 100% your current issue.

Steam doesn't cap your download rate.

You have settings to cap it, yes, but this setting isn't applied by default.

By default, no limit is selected.

It also seems as if some users cannot make the distinction between MB and Mb.

25 Megabit = 3,125 Megabyte.
Do you notice something?

This might sound stupid but it's worth a shot and it worked to me with Uplay. I plugged ethernet cable to my laptop and speedtest gave as result around 90Mb/s. Though the download speed was around 3MB/s as well as you had. Turned out it used WIFI to download, despite ethernet being plugged also. Windows showed that both are enabled the same time, and with Task Manager I saw only WIFI being used. I simply disconnected from the WIFI and Uplay started to download around 11MB/s (88Mb/s). I guess it's worth a shot, at least check that your ethernet is being used if you have ethernet and wifi enabled at the same time. Didn't have that problem in Steam though.
