Can't Install Steam, 0x80070570
Okay so I will make a long story short. I used the Uninstall file in my steam folder because I needed to delete it for a bit, and now I wanted to reinstall it, but I simply get an error message whenever I try. I think this is because my Steam folder on my C drive still exists, but I cannot delete it due to a 0x80070570 error. It says that the file steam/graphics/radUnselDis.tga is damaged and can't be deleted. I've tried everything to delete the file, which doesn't even contain 0kb, but nothing seems to work, please help!

Start in safe mode, delete folder then.

I have tried that already. When I try to delete the folder, it gives the same message. When I try to delete the damaged file, it says "This file or folder has been damaged and cannot be read"

Did that too, it simply says there were no problems detected.

Rename your old Steam folder then and install into a new folder. Take care of the old folder afterwards. I remember something similar happening as well, by the way, and this renaming and deleting afterwards was rather helpful

This worked! While I still cannot delete the folder/file, I have now installed steam again on the drive and can game, thank you very much!

You mean through CMD? I still get told I can't remove it.
