Violation of the rules and use of steam (VPN)
Steam does not allow anyone to use Russian VPNs for buying games at a lower price.
These 2 steam user are using russian VPN:

Using the Russian currency involves buying games at a lower price, this ruin steam, users who use a vpn not to pay the right price of a game on steam must be banned. Now I want to make a simple example, this dlc ''Brawlhalla - Collectors Pack'' is 100 Euro, if u use the russian value (pуб.) is 1599 pуб. like 27 Euro, this is an example.

If Steam doesn't ban these users who use the russian VPNs other users will break rules.

While this is certainly an important issue, and one, that Valve and its sellers are interested to prevent more than anyone else, it is still wrong to call out other users in this forum, with or without evidence.
I don't know, if there is a right place or person to adress about this, with Valve not having direct contact options, but for now, it would be better to remove the links and names.

i think steam can't come up with a simple solution reguarding this problem, but there could be a localizazion of the pc that proves if they are rightfull users from the country with that currency, but is still kinda inconsistent because people move and travel. Don't know about the ban but for sure such a behavior should be punished

It's a direct violation of 3.A (fourth paragraph) of the Terms of Service and can lead to a complete suspension of the user account.

The users payment method must match the store localisation plus VPN usage is automatically detected and flagged so I think Valve have it pretty much covered.
I as a regular user of steam think that this is totally unfair and must be punished to every user we can find

VPN usage is automatically detected by Valve so there is no need to 'find' users and name and shame like the OP.

Yeah because if steam doesn't punish users like them other user will use vpns and will buy what they want, all users have to pay the same price the stuff they want to buy like the others.

that guys use russian vpn for like 3 years and he has bought stuff in value of over 400 euro at not their regular price, so tell me if this is correct
