You can, but the ratio is horrible in most cases. Convert them into booster packs, if you like.

A different way would be to bag the gems and sell them on the market, buying cards with the money.
Or to offer a direct gem->card exchange in the game trade forum. In most cases, you'll be better off that way, ranging from a half to a third of the regular booster creation rate.
