hi, how to report a steam game for false advertising?
theres a game in the free to play section, called wolf evolution.
its not free, therefore false advertising.
how to report it?

You can report the product via the store page - the flag near the bottom right.

Make sure the Pubs/Devs is well aware of the issue, as well report it, as they should get a notice from Steam, about the issue at hand, and if the game wasn't meant to be free to play, either Devs remove the F2P listing for it, or Steam will do it for them, or remove the game.

A. Person made a mistake listing it wrong.
B. The game is F2P, but to gain access to rest of game content, and/or get extra things, you need to pay, but messed up listing things in the store, and didn't list the game free for download, and putting the price on download instead of the DLC's.

The issue in this case is with the tag, as it seems. These are a combined creation of publishers and users and can be set by both sides. As it is uncertain, if it was the publisher or some trolls, who tagged the game as "free to play" (which it obviously isn't at a price of 8 €), I would rather advise to flag the tag (the option can be found, if you click on the plus sign at the end of the tag selection and then hover over the wrong category). Also you might want to open a thread in the game discussion board to encourage the publisher and other users to correct this mistake as well.

Edit: It might be a possibility too, that the publisher got confused, as they declare, that there is a free mobile version of the game (with less features) around as well. As I said, flag the tag and open a thread about it.

It's on the games genre tags set by the publisher/dev not on the user defined tags.

Okay, definitely an error by the publisher. Maybe they decided to upgrade the Steam version into payed product on short notice.

nope, it was in free to play even when it was in free to play upcoming section.
