Voice setting not in settings menu

I got a new voicechanger today, i went to go connect it to my microphone in steam but when i got the the settings menu, VOICE is not a setting.... why is this? i re-installed the game and it didnt work and i could not find any other place. so i need help on how to fix this.

(Voicemod is not the reason.)

If using Win10, you need to go to Windows Audio Settings and actually allow app approval for things like Mic or Webcam.

Im at the audio setting and i dont know which one to click on.

The App that might require approval for say; Microphone
needs to be actively running in order for it to show up in that listing within the Windows Settings.

You can thank Steam's new Friends chat update.
You can disable this update with a couple commandline variables (you'll need to search) but I don't know if that brings back the sadly missed voice settings menu.
I know I'm not impressed with this omission.

No it doesn't. I am using the old ui. No voice settings.
