Minimum price for games on Steam in the USA (and other US-$ areas) is 0,99 US-$, while the lowest price through discount can go until 49 Cents.
Being an € user (western/central Europe), I've seen this converted in different forms over the last years. Around 2016, discounted games could go down as far as 40 €-Cent regular and 19 Cent on discount. Then it was set on the same level as US-$. At the beginning of this year, the minimum was changed to 0,79 Cent regular and 39 Cent discount.
OHHH that explains why there are no more that cheap games, if it was changed. Thanks.
