so annoying, there should be ALWAYS atleast a dozen of them in the store, for the case that someone has leftover steam wallet and wants to increase game count a little.

Depends on currency conversion rate.
Minimum price for games on Steam in the USA (and other US-$ areas) is 0,99 US-$, while the lowest price through discount can go until 49 Cents.

Being an € user (western/central Europe), I've seen this converted in different forms over the last years. Around 2016, discounted games could go down as far as 40 €-Cent regular and 19 Cent on discount. Then it was set on the same level as US-$. At the beginning of this year, the minimum was changed to 0,79 Cent regular and 39 Cent discount.
