There's really no need to keep requesting a refund or its revival.
Everyone who is denied a refund should follow up with a regualr support case requesting a review.

Even 1 exception means everyone should try it.
Here is a thread that shows a person getting a refund with many more hours than the OP in this thread.
Again, do you have statistics to show they are "rare and unique"?
The fact he was also in touch with the developer means there may well have been special permission given by the for the refund which is one of the major triggers that allows them.
I know what both words mean.
I'll keep advising everyone to try a support request as long as Steam makes any exceptions.
By the way, I just picked the most recent thread I had posted in telling people they didn't qualify for a refund and then they got one. There are many others.
It's not for you or me to judge. Thus, filing an actual support case is the only way to know for sure if you qualify for an exception.
