You may want to clear the client's web browser cache.
In addition to that, change your DNS settings; Google DNS is something to consider.

I also restarted my router as the guide said to do.
I seen more posts about the Artwork problem today.
I've tried reseting my DNS via the guide you sent, still doesn't work. I've also cleared the steam browser cache.
The error I get when trying to post my artwork on Google Chrome (after I click 'Save and Contine') is: 'This site can't be reached. steam-0928's server IP address could not be found.
The error I get when trying to post my artwork on Steam's launcher (after I click 'Save and Continue) is: 'Error Code: -105 Unable to connect to server. Server may be offline or you may not be connected to the Internet.'
