Steam Overlay has 5-10 fps, game still runs on 150+

I have been having a laggy steam overlay, somewhat like 5-10 fps on watching youtube or doing anything in the steam overlay, while my game still runs on 120+ fps even when the overlay is turned on. And fun fact, when i press Shift+Tab and look at the steam overlay through the small window, it appears to be working on 120+ fps, while when i go back to the steam game and into the overlay, it switches back to 10 fps. I dont know what is happening here, I have tried deleting steam completely and reinstalling steam from scratch and installed dota again, and the problem persists, 10gb wasted on nothing. Is my issue the same as yours? Or you have something different? P.S. - this has been a problem after the latest steam UI update.

just dont use overlay till steam is fully bug fixed

I dont chat with friends over steam overlay cuz new UI bugs badly and I use phone to send msgs
