game bundle disappear during sale?

I remember back during the last Summer sale the Half Life bundles mysteriously disappeared from the store. They were available before the sale, disappeared during the Summer sale (I couldn't access them not even using links I found through Google search), then they reappeared in the Steam store after the Summer sale was over.
Today I noticed the same thing with the Just Cause games: the bundle with all 3 games + DLC was available until yesterday but today the individual games are available on sale but the Just Cause Collection can't be found in the store.
Same goes for Tomb Raider Collection: individual games on sale but collection cannot be found in the store, even though I could see the collection in the store until a couple of days ago

If I look up the collection links through Google when I click them I get redirected to the Steam store main page.

So, is this a store bug or is it Steam's shady tactic to screw customers?

Like I clearly explained in my post, whenever I click those links I get redirected to the Steam store front page and therefore cannot access the collections and buy them.

I can access the links just fine. Not sure what is interfering at your side.

Some collections might be unavailable again for users in Brazil, like the Valve collection during the other sales event.

Yeah. Both links work just fine for me, so an obvious assumption is a region-specific thing. I don't know why these publishers are doing it like this, instead of just not discounting the bundle if they don't want it to be on sale, but it's their decision.
