Restriction on adding a game to library

Hey guys,
I have a problem in adding my game to steam library. It says the game is restricted from your country. My friend got VAC ban on his CSGO account and he's has money in his steam wallet so he has purchased the game as a gift for me. Plus I have a limited account will it affect ?

Help me so that I can add games to my library

No, I mean the VAC ban is on just CSGO but he has gifted me Insurgency

either you no longer can gift limited accounts so people cant just gift new smurfs games to make them not limited anymore , or there is a too big price difference between you two

This is false. Why Valve would not want money from customers? VAC banned accounts can gift games.

its so you cant just gift the game you got vacced in to a smurf and keep playing

I was talking about gifting in general. Not about certain game.

He specifically mentioned games that they HAVE concurred a VAC ban on.

I was replying for post #2

For OP, move to country where the game is restricted. You cannot add the game to library otherwise. Their VAC ban does not affect to your account.

They can, but only on the games they aren't banned on.

The FAQ clearly states

Additionally, if an account has directly gifted a game to other players who have been VAC or permanently Game Banned, the gifter's account will lose the ability to gift that game moving forward.

I was aware of that. I did not read full post from #2. Only did read "VAC banned accounts cannot gift games". Just small misunderstanding was here.

All I'm trying to say is that he got banned on CSGO but he gifted me Insurgency and I'm not able to activate it's more restriction giving plus I've limited account

What country are you and your friend from?

Being limited has nothing to do with it.

The game has a region restriction from gifting India to France.

But I tried also that one of my friend login with my steam id in India even that it didn't work
