Used PayPal to refund and now I have an account alert.
So I refunded a game through PayPal and now I have an account alert, I've tried to chargeback the payment but It doesn't let me. I've contacted Steam but the main reason I am writing this is because of this message, "If the dispute on these payments is not removed, this account will be restricted until Oct 2, 2018 @ 10:02am." what is meant by this? After Oct 2 I will be able to buy again? I'm lost, could anyone explain. Thanks!

You issued a chargeback and not a proper refund through Steam.

That's why.

Reverse the chargeback and contact Steam support. You have 9 weeks to get this done or the restriction might be permanent. The paypal might be blacklisted permanently no matter what you do.

No, the account will be permanently locked. And it sounds like you issued a chargeback, not "got a refund" through Steam's system.

They no longer permanently lock it on the first offense. That became untenable.

Umm, dumb question I guess but how do I reverse the chargeback? :/
I'm looking on PayPal but I can't find a way on how to do it?

Contact their support and reverse the refund.

Well I contacted Steam and PayPal, all I can do now is wait. Thanks for all the help!

Give it a few days or more. This type of issue takes time.

Oh and what did you mean by "They no longer permanently lock it on the first offense"? So if the reverse doesn't work, my account should be ok?

Based on what I have seen and what gwait states, you account should go back to normal on the date you mentioned.

Your Paypal account will be blacklisted and you can never use it again on Steam. You might be able to create another Paypal account to use on Steam unless they block Paypal completely on your account.

a chargeback is NOT a refund, a chargeback is meant if say you didn't get what you purchased or were hit be some form of financial scam or someone was making purchases with your info.. issuing a chargeback for the reason you did counts as financial Fraud

contact Paypal and tell them to reverse the chargeback, after you have confirmation the chargeback has been reversed inform Steam support.. if you fail to do this, Steam can well within their right to perma-lock your account.. also, they are likely to blacklist your paypal account..

in the future if you want a refund, do it within the refund system. and if they say no, accept you aren't getting one and don't issue a fraudulent chargeback

So what do you think I should do? Should I keep the money, my PayPal being blocked doesn't bother me or should I try give the money back. As long I can still use steam, I'm happy. Thanks.
