You can go to the properties of steam.exe and add launch option -offline next to it. That has worked for me in the past.

If the client needs an update and that update was triggered, the launch option may not work.

You can start Steam in offline mode.

Otherwise, you can launch the exe of the game, as long as it doesn't require Steam (always on internet connection).

I have this problem a lot of times.
When my brother was last loged in and internet goes down, I can't log in back to my account.

Temporarily workaround is to enable mobile data on your phone, connect it to PC via USB cable and enable USB Tethering on phone.
Then you'll have internet access on your PC so you can log in.
If you're lucky, you'll be able to do this quickly without using almost any data. But if Steam starts updating itself when you launch it, then you're ♥♥♥♥♥♥.
