A restricted game in your library will also refuse to download/install/play with a "this peoduct was purchased in a different region. Since you are currently not in that region this product is not available".
Something like that.
BUT, 90 days after activation any game in your library loses all its restrictions. So after that time has passed you can download/play that game everywhere in the world, even if it was originally region locked.
AFAIK and acording to steam FAQ if you try to activate a region locked key it will prevent you from doing so and giving you a warning that the game is region locked.
This is true if an activation IP lock has been specified prior to your attempt at activating / accepting. I've had one game sent to me before that only had an play IP block. So Steam let my friend gift it to me, let me accept the gift, and then presented me with the fact that is unplayable in my country. You'll know if a game is play IP locked as it will disappear from your installed games even when installed. It'll appear properly after the 90 day wait.
