First make sure that your drivers are up to date and the right ones for your needs.
Go up to the top of the steam library window and click HELP > SYSTEM INFORMATION and post the entire list here. That will show your more full specs including driver dates for people to help you.
Also keep in mind some games don't like very large resolutions or multiple monitors, so if you're running either of those things (or somehow expecting 4k ultra on anything) it'll suffer either way.
8 gigs of ram is a little low as well and it woudln't hurt to pick up another 8. The Ryzen is pretty slow and on the lower end of "good" processors, and that's very likely where your problems are because a 4 gig 1050 is fine for those games.

You could try to lower resolution though. Not ultra settings
If you're trying to play games at anywhere near that res. They're going to run at like 10fps with a 1050 Ti.
OK, I have a dual monitor set up, is that what is causing games to run at poorly? I only play the game on one screen, but is that still causing the game to run poorly?
As long as you're playing at 1080p or lower it shouldn't be the issue.
Do you have both your monitors plugged into the GPU? Make sure that one isn't accidently plugged into the motherboard's IO panel.
Play the game on 1600x900 as a first test.
I am not running any games on ultra, I am running them on medium to high
Yes, I had both of them pluged into the gpu, my main 144hz monitor using a DVI and my secondary monitor using HDMI. Now I'm going to try to just play with my main monitor, just by using Windows Key + P.

you are likely swapping into oblivion with games like R6 being 64-bit and all. You really want to dump anothe r8GB in there.

But the big thing is: smoothness drastically improved after I turned the graphics quality up? (However, running around and looking around is kinda "stuttery" still.) But that makes no sense to me; how is increasing the graphics quality going to make the game run smoothly? Can anyone explain?
