Report a translation problem
Check your download settings then. Select the region closest to you (it usuallly does this by default) and make sure you don't have a cap rate on.
I've had this issue in the past where my 100mb connection would go down to like 1 mb connection or less until I restarted the router. Quite annoying.
What you might try doing, is clearing the download cache. Keep in mind, this will delete any games that are partly downloaded. So if it doesn't work then you'll have to start downloading from the beginning agian.
