Get your newest driver from Nvidia, AMD or Intel (Intel iGPU as Larrabee EoL anyway) directly. chose non Beta drivers.

AMD:
https://www.amd.com/en/support

Nvidia:
https://www.nvidia.com/download/index.aspx

Intel:
https://downloadcenter.intel.com/product/80939/Graphics-Drivers
Update: I updated my driver (Intel) and I still got the message...
I've done the -dxlevel 81. thing but it didn't change anything , any ideas?
-dxlevel81 only works for older Source engine games. No wonder it didn't change anything.
Thanks but what should I do then?
What are your system specs? Especially your Intel videochip.
It's a new computer right?
Have you downloaded anything that may damage your pc?
I have an Intel(R) Pentium(R) Silver N5000 CPU @ 1.10GHz which is too low probably, but it can't stop me from running a game, right?
And no I didn't download anything strange
Run the installers in the game folder, redist.
It should install the right dx for the game

Well there is your prolem right there. That CPU isn't even closely for gaming.

Your onboard GPU 'Intel HD Graphics for Intel Celeron Processor N3000 Series' probably doesn't even support DX9.

It does, it is from 2018. That iGPU (UHD Graphiocs 605) Supports DX12, and true UHD. However, the CPu itself is a mobile chip for tables and laptops with a TDP of 6W. Therefor also the very low clock.
Its no where close enough to drive games (despite the iGPU). But not because of missing support but simpyl performance.
