I've done the -dxlevel 81. thing but it didn't change anything , any ideas?

And no I didn't download anything strange

Well there is your prolem right there. That CPU isn't even closely for gaming.
Your onboard GPU 'Intel HD Graphics for Intel Celeron Processor N3000 Series' probably doesn't even support DX9.
It does, it is from 2018. That iGPU (UHD Graphiocs 605) Supports DX12, and true UHD. However, the CPu itself is a mobile chip for tables and laptops with a TDP of 6W. Therefor also the very low clock.
Its no where close enough to drive games (despite the iGPU). But not because of missing support but simpyl performance.
