If you're talking about paying in different, and convert to the another currency, there's no rate fee on Steam, the rate fee is from the Paypal, or etc service, or credit card company you're with that apply the fee rate onto you, visit your account for your PayPal, credit card, or etc that you're using and look at their rates there, or call them, and they should explain it to you. Again Steam doesn't charge any rate fees.
