how would i know or where can i find the exchange rate of steam

If you're talking about paying in different, and convert to the another currency, there's no rate fee on Steam, the rate fee is from the Paypal, or etc service, or credit card company you're with that apply the fee rate onto you, visit your account for your PayPal, credit card, or etc that you're using and look at their rates there, or call them, and they should explain it to you. Again Steam doesn't charge any rate fees.

Steam prices are not governed by any exchange rates as far as i know. Some games are higher or lower price in different countries. For example a game could be 20 bucks in the USA but in Russia the same game could be 10 bucks. Thus exchange rates dont always really work on steam...
