Just wipe the HTC Drivers and GPU Drivers and then reboot.
Then reinstall the drivers for both, starting with GPU first, reboot when done, then the Vive.
Which GPU and OS do you have?
I have Windows 10 with Nvidia. Is it ok if I am uninstalling the drivers from Device Manager?
Since it is a GPU we're talking about, the easier way to ensure all that gets wiped properly for the GPU is to run the DDU app and use that.
First, download the latest Drivers for your GPU and VIVE
NVIDIA > https://www.nvidia.com/download/driverResults.aspx/138567
VIVE > https://www.vive.com/ca/setup
*Download them both, but do not run them.
For the DDU app, I have a post here with a guide and the official links regarding that.

DDU is the best means to wipe out GPU Drivers & Software in a safe manner and speeds up the process, rather than uninstalling them from Programs and Features.
