.CRYPT files in the steam folder (Program Files (x86)/Steam)
Are these files ransomeware or just safe files that came with the client? The files in question are
-libav_h264-55.dll.crypt
-libx264-142.dll.crypt
Thank you for your time.

That's a relief. Thanks! Any idea what function they serve?

Well, according to a quick Google search, libx264-142.dll.crypt is an encoder for steaming and watching videos. Sounds about right to me. Not sure what the other file does, but it is probably something similar.
I've noticed that both of the files have another identical file next to them but instead of .crypt they have .md5

Also you should have a libav_h264-56.dll.crypt. I don't know why my file says 55, but I'm sure it's nothing :P

Yeah, I noticed that too. Nothing to worry about, though. If you had ransomware, you probably would have already found out the hard way. :Neko:
Hahaha I guess you're right! I really get stressed out over nothing. :P
