You're not banned. Something, probably files on your server, are kaput.
That reference number looks an OpenID registration / identity code. It should be kept private. It's like a password telling the OpenID system who you are. Edit and delete it from this thread!
I'm asking for the URL so I can see what release and version the forums are since you didn't include much info.

It may also be a Windows fart splat. Or a firewall or anti-virus program (security) in the way.
Forum is our custom development, and from local server its work fine, dont work on production...
Last part about windows cant help, linux based server.

Just because it's a Linux based server doesn't mean there isn't a firewall and other security.
Check the .htaccess files if there are any. They may be hidden and if you have a 3rd party host, not hosting the site yourself, you may have to get shell access to see and change them.
Check the file and folder permissions, hopefully you have an FTP program that can and know how to do it with the FTP program you use.
If you do not have FTP access to the forums...I really need a URL to look at them to see what package and version they are.
We dont have any problem on our side. Steam API return responce "Access Denied".
Run through the OpenID setup again from start to finish and reset it. If that doesn't work start getting in touch with providers involved with your site like your web host and whatever CMS and forums they are.
