Can't view steam store or anything related to internet

Recently I built a new gaming computer, but when I installed steam I couldn't use any internet related things other than my game library, which I was able to install some of my games from. The downloads went extremely slow (around 30kb per second) but I assume that's just due to my terrible internet. I thought that I couldn't access the store, friends, etc. because my computer was using the internet through a USB stick that hardly works, since I didn't have a network card and/or Ethernet. I'm not really sure how network cards work because I don't think there's one on my other computer but it still can wirelessly connect, but mine can't. Anyway, I finally found a working Ethernet cable and I still couldn't access the steam networks. Everything else works fine (if not a little slow) except steam. I had to come here through my browser to be able to post this. Anyone have a suggestion? TL;DR I have bad internet, can't access anything on steam other than my games library, and all other internet-related things on my computer work.

What if you visit https://steamcommunity.com/chat/ or https://store.steampowered.com/ using a web browser using that computer?

Yep, that works too, I'm just trying to fix the steam client itself for ease of access to those things

What anti-virus program do you have? Turn it completely off and check out the areas you can't get to with it on.

I had Norton Antivirus (it installed with some drivers for my GPU or something), I turned it completely off and uninstalled it but it still didn't work

Hello. It could be that you are in offline mode on your steam client, because the only thing you can access while in offline mode is your games library. See if that's the case.

I was trying to check that, but I can't access my profile or anything else, since when I click any of them they just keep loading. I even left it on to load for about an hour but it was still loading when I came back. If there's another way to check online mode I completely forgot.

Still not sure if that's the problem though, as it doesn't give me a prompt or anything when I try to load them up, as the screen just stays blank the whole time (except for the loading icon)

Its a free app so I dont see why not. But anyways yeah sure screenshots are fine.
