Hello. The problem seems to be with your external drive. Try doing the following:

1. Click Start > Type: devmgmt.msc and hit Enter.
2. Open Device Manager > Expand Universal Serial Bus controllers.
3. Right-click USB Root Hub > Properties > Power Management > uncheck Allow the computer to turn off this device to save power.

Tried it.. no diffrence at all :/
There are 2 possibilities here:

1. Your external HDD is broken.
2. It is misfunctioning and requires complete formatting.

Try downloading anything / storing anything on the external disk so we can eliminate the first possibility. If the harddrive is functioning yet is not preallocating the game, then you just need to format it.

You're not downloading onto a SATA SSD though are you. You're downloading on to a USB HDD. Try a different port, one that is directly connected to the motherboard.

doesnt matter i you sue a case or motherboard port as both are directly connected to the motherboard. the question is, what drive is in use and what USB port and cable is in use. make sure to sue an USB 3.1 or USB 3.0 port (they are blue inside).
