Report a translation problem
When it happened to me I messed around with trying to fix the permissions but they just wouldn't stay how I set them no matter what I did. This is an issue Microsoft knows about but has yet to fix.
You don't have to install your steam games in the directory where the steam.exe is. They can be installed anywhere. When you create a new folder the permissions are automatically signed as owned by that user...that's the easiest and fastest fix; making a new folder.
I have steam installed on D:\Steam\........ all games it's on D:\Steam\steamapps right ?
Where do I have to create this folder ?
That might do it.
If it doesn't what I suggested before is your only option. It shouldn't be ALL your games doing it. You said it's only 2 of them.
You can create the other folder anywhere. Doesn't matter where it is as long as it's not inside the current steamapps folder.
About the "new folder" i don't have understand what's i really need to do:
About this two games i need to uninstall this and reinstall on another different folder ?
I have right now tryed to download a games from my list..... for example i have tryed to install normal "Day of Defeat" and after some seconds steam say to somethings like "No connection" but it's a fake warning because internet it's ok or i can't be here to reply :)

That could be because the servers might be busy right now. If that's what it is the only fix for that is trying again later.
Meantime i see i can't add another folder........ if really need i really need to install steam on C:\ and games on D:\ but it's no my preferred ways...
At last... You think it could be the cause of all the clogged servers ?
It only happened to me with one game, once. I didn't have to move and reinstall ALL my games. Just the one it did it to.
Apparently on a single drive you can have only a steamlibray folder.......
In your case... you have installed steam on C:\ and games on D:\ or another different drive ?
Before that i have obtain a SELF UPDATING of client and there's be updated whitout any problems........
Apparently it's only problems whit this two games update......
New > Folder and name the folder whatever you want to name it
When you download/install the games again click the browse button and choose the folder you created.
I have created a folder D:\Steam Games\.
I have tryed to download the first HALF LIFE (i have but now installed on this pc).
It's appears the windows says the size of games... below It's only two choice avaible:
- Install on D:\Steam
- Create a New SteamLibrary on C:\
How i already say.. apparently it's not possibly to made a double folder on same drive...

Problably it's no more possible to do at today.......
Go to:
Steam > Settings > Downloads > Steam Library Folders (button on the right) > Add Library Folder
Then you should be able to select that location from the list when you go to install.
I have also open/ask on some italian forums... if i obtain some important info i report here.
