Cannot End "Steam.exe" Process -- Access Denied - SOLUTION
You will not find a single working solution apart from this

Most solutions will include dumb obvious things like running CMD as administrator and killing the process, or having permissions - but it will never work.

OUT OF PURE SPITE i refused to restart my computer (or even more reeetarded solutions i read - going into safe mode LOL) and wanted to once and for all fix this annoying issue where steam after updating will not be able to connect to the internet, or sometimes after computer wakes up, the whole steam will freeze and refuse to close.

Problem lies in the fact that imbeciles who made Steam have written it to work INSIDE ANOTHER PROCESS - in fact that process is Explorer.exe

SOLUTION:
1. Open Task Manager
2. Go to Details
3. Right Click "explorer.exe" --> End Task (your screen will flash but dont get scared)
4. Press "File" (left upper corner)
5. Press "Run New Task"
6. Simply type "explorer" --> Hit Run
7. Now steam is crashed, and your desktop is back to normal
8. Start Steam again and it will load just fine.
